Emmet County Revised Wind Ordinance Discussed at Public Hearing

ESTHERVILLE, IA (Northwestiowanow) – The Emmet County Board of Supervisors held a public hearing Thursday evening on the latest version of proposed wind energy zoning regulations.

The meeting was held at 7:00 PM at the Iowa Lakes Community College Estherville Campus, where county officials gathered public input on revisions that have moved repeatedly between the Planning and Zoning Commission and the Board for more than a year. Zoning Administrator Steve Hallgren of Planning Solutions reviewed the amendment’s history, and P&Z Chair Doug Hansen pointed out a correction in the draft—clarifying that a listed setback should be 2,900 feet rather than 3,280.

A total of five speakers addressed the Board, including Former Planning and Zoning Chairman Richard McCain.

Tyler Raniszewski, Development Manager for Steelhead Americas—the company planning to construct a wind farm in Emmet County—urged the Board to support the version of the ordinance that was agreed upon last November. He said the earlier draft struck a fair balance between landowner choice and neighbor protections.

A written statement from the company was also read, encouraging the county to follow Iowa Code procedures and avoid further delays.

Board members also noted that pending legislation at the state level could eventually override county wind-siting rules, raising concerns that local input might not matter in the long term.

The Board now has 30 days from the public hearing to determine whether the amendment aligns with Emmet County’s zoning objectives. A formal vote is scheduled for Tuesday, March 3rd.
