Spencer, IA (Northwestiowanow.com) — Spencer-area business leviathan Toby Shine passed away yesterday at the age of 82. Shine was long active in state, regional, and local economic development; served on the Wahpeton city council; and was co-chair of the Save the Park campaign to rescue Arnolds Park Amusement from the wrecking ball in 1999. In recent years his passion was Okoboji Classic Cars in Milford, which was both a restoration business and museum where the automobiles are displayed in a replica of 1960s downtown Spencer.
